His hands is a gesture of a need that he has to be rescued and only Yahweh who sits in His sanctuary in heaven can deliver him.

Raised hands towards God is a form of need that only He can provide. There’s more than one meaning but in this context of Psalms 28, it’s a need for help from the Lord so he is extending his hands to be rescued.
Absolutely and it is a beautiful picture of us crying out and being raised up by our Abba father.
Just like a child who cries out for his father with his hands raised high. His father touched, quickly picks up his son, in likewise with our heavenly Father.
